SCOTTSDALE (3TV/CBS 5) - A woman was arrested after being intoxicated, not putting clothes on her children and child neglect at a Scottsdale resort Saturday, police said.

Staff members at the Scottsdale Camelback Resort saw Emma Welch, 38, intoxicated with her children in the pool area. The four-year-old and three-year-old children were naked in the pool and the woman had her breasts exposed from her bathing suit, according to court paperwork.

She was told to cover herself and put clothes on her children by staff and did not comply, police said. 

Staff escorted her and her children back to their room. During the walk back, police said Welch lost her balance while walking and kicked her son. She also grabbed her son by his hair, according to the paperwork.

Officers did a welfare check when the woman returned to her room.

Police found Welch “unconscious and highly intoxicated” on her bed, according to the document.

The children were still naked and the room was ransacked. 

Police said one child had a large bruise on the left side of her face and the other appeared to be sunburned. The children were placed in the Department of Child Safety's custody.

Welch told police she drank a bottle of vodka earlier in the day.

When asked if she was watching her children at the pool. Welch responded, “I don’t know, I think I’m going to do the lawyer thing, and ask for my lawyer,” IA paperwork read.

Welch was later arrested and charged with two counts of child abuse, according to court documents.
