PHOENIX (CBS 5) - Phoenix is having a problem with illegal dumping, and it's not limited to empty lots or sidewalks. Some of the alley ways are filled with trash and no one seems to know how it gets there. 

Stanley Roberts looked at some of the alley ways on the west side of the city and ran into a very interesting character who believes he knows the reason for a lot of the dumping especially around his neighborhood. 

The City of Phoenix gives residents a way to report illegal dumping: If you witness illegal dumping in progress, call Crime Stop at 602-262-6151. To report illegal dumping after the fact, contact 602-262-6251.
