PHOENIX (3TV/CBS 5) -- Police say Desiree Ortiz tried to take three kids last Tuesday outside Capitol Elementary School in Phoenix. Ruth Phares from Coolidge said Ortiz is her daughter and that she has a mental illness and is addicted to drugs.

Court records show this is the third time in a year that Ortiz has been in trouble for drugs. Her charges this time include attempted kidnapping. "To the moms of those babies, I just apologize so deeply from the bottom of my heart," Phares said. "I'm heartbroken over it, and I feel those mothers' pain because I've lost my child."

Court records said Ortiz tried to grab a 6-month-old out of its mother's arms. Thankfully, officers say another woman intervened, pulling Ortiz away from the baby. Police say Ortiz then tried to snatch an 8-year-old and 2-year-old.

"Why she's about the children thing, I have no idea," Phares said. "She has four children of her own, ages 26 down to 17, so it's not like she has any babies, but apparently in her mind."

"It's gonna sound awful, but we're kind of blessed this happened because we've been saying for years that she's gonna kill herself or kill somebody," said Nick Rider, Ortiz's brother.

When Ortiz was arrested, police also found a drug pipe on her. She remains in jail on a $50,000 bond. Her next court appearance is Thursday.
