PHOENIX (3TV/CBS 5) - Disabled parking placards have constantly been a problem with drivers misusing them, often just to get a better parking spot. The City of Phoenix has four volunteers who patrol the city looking for people parking illegally in disabled parking spaces.

Lee Christenson averages one ticket per hour. However, while out patrolling with Stanley Roberts, he wrote eight tickets in just under five hours. The fines for misuse range from $297 to well over $500.

Only the disabled person can use the placard or license plate unless they are transporting the placard owner. Anything other than that and it's illegal.

Caught Misbehaving with Stanley Roberts exposes individuals who brazenly defy the law or common courtesy, risking social and/or legal consequences. His reports air regularly on CBS 5 News at 10 p.m.
