PHOENIX (AP) -- Fiscal hawk Sal DiCiccio has a big lead over challenger Karlene Keogh Parks in a hotly contested Phoenix City Council race.

Vote counting from Tuesday's election won't finish until Friday, but DiCiccio has a 2,800-vote lead over Parks out of approximately 30,000 votes cast in District 6.

Public employee unions targeted DiCiccio, a critic of pension benefits that he called too generous.

Meanwhile, incumbent Jim Waring easily defeated challenger Virgel Cain in District 2.

In District 4, Justin Johnson and Laura Pastor appear headed for a runoff for District 4's open seat.

Johnson is a son of former Mayor Paul Johnson. Pastor is daughter of U.S. Rep. Ed Pastor.

In District 8's race for an open seat, Kate Gallego may face a runoff with Warren Stewart.
