Phoenix police arrest man in '97 homicide

PHOENIX – Phoenix police have made an arrest in a homicide that occurred 16 years ago.

Randall Larson, 37, was arrested last week. He was booked into jail on a first-degree murder charge.

Police spokesman Sgt. Steve Martos said Victor Moreno's body was located in the area of Cave Creek Road and Dynamite Boulevard on April 25, 1997. Homicide detectives investigated but the case went cold.

The case was reviewed last year by the department's Homicide Cold Case Squad. Detectives were able to develop information and forensically linked Larson as the suspect.

"We were able to tie him forensically at the crime scene, and then lastly this year we were able to develop an informant who came forward with information that Mr. Larson provided, talking specifically about the crime and admitting to his responsibility in the act itself," said Detective Schwartz with Phoenix Police Department.

Moreno was 20 years old at the time of his death. He left behind a pregnant girlfriend, who gave birth to a daughter.

"I go every day thinking about him because I never got to meet him and he never got to meet me," said Gabby Moreno, Victor's daughter. "And it hurts, it's painful."

Angela Lara, Victor's girlfriend at the time of his death and Gabby's mother, said she and Gabby can now have the closure they've been waiting to get for so many years.

"He is my first true love, he is the father of my daughter, and now he's the person that will have a place in my heart forever," Angela said.
