ACLU sues Scottsdale over fatal shooting by police

The killing of an unarmed man by a police officer involved in five previous deadly shootings resulted from systemic shortcomings in the Scottsdale Police Department's training and reviews of uses of deadly force, the ACLU said as it sued the city.
