PHOENIX (3TV/CBS 5) -

"Scouting is about one thing: To prepare young people for life with the goal of instilling in them the skills that develop character and leadership," said Michael Surbaugh, chief Scout executive of the Boy Scouts of America.

The Boy Scouts of America announced a change in policy after being faced with the question of gender identity policies within their organization.

"After weeks of significant conversations at all levels of our organization, we realized referring to a birth certificate as (a) reference point is no longer significant," said Surbaugh.

They will now refer to the gender a child or parent lists on the application to become a scout.

Equality Arizona feels this is a statement and movement in the right direction.

"It's about time an organization like this evolved with the times. I'm very excited about this. It will be good for young kids," said Kevin Patterson of Equality Arizona.

The Boy Scouts of America says they will work with local councils to help find units that can provide for the best interest of the child.

"It's really exciting to see we've come a long way in an organization like this that can instill in kids the confidence to live their life the way they feel and identify to be," said Patterson.
