3OYS investigations lead to criminal charges

PHOENIX (3TV/CBS 5) - Chris Camboni certainly can't predict the future, but he was right on the mark expecting trouble from an unlicensed plumber named Joe Larned.

"I called him the first time and told him, 'This is what I'm going to do. I'm going to call the Pinal County Sheriff's Office, I'm going to call the ROC and I'm going to call Gary Harper,'" Camboni said. 

And since 3 On Your Side got involved, Larned has officially been charged with contracting without a license.

The Arizona Registrar of Contractors investigated Larned after he used another legitimate plumbing company's license number to gain business from people like Camboni. It was all exposed in a previous 3 On Your Side report.

As a result, the Pinal County Attorney's Office reviewed the case and slapped Larned with a criminal charge.

He's due in court next month.

"All he would have to say is, 'I don't have a license, I can't do your house,' and I would have never hired him," Camboni said.

3 On Your Side also tracked down another unlicensed contractor, Dan Zmich.

"A lot of people are looking for you, including me," Harper said.

Four months ago, a Scottsdale man hired Zmich to remodel his condo. However, after taking more than $9,000 upfront, Zmich abandoned the job and disappeared with the money.

That is, until 3 On Your Side found him.

"What's going on with you taking money and not showing up to do the work?" Harper asked.

"Uh, I can't explain it right now," Zmich said. "I'm going through a lot of other things right now."

"Well, you need to explain it," Harper said. "This is a serious issue."

Zmich may have made a lot of excuses, but the Registrar of Contractors didn't buy them.

ROC officials said they discovered even more victims. They told 3 On Your Side they are close to filing criminal charges against Zmich.
