Former state employee, husband accused of embezzlement

A former state employee and her husband are accused of embezzling approximately $34,000 from the Arizona Department of Environmental Quality.
Susan and David Rall have been charged with seven felony counts, including conspiracy, fraudulent schemes and artifices, theft, money laundering, illegally conducting an enterprise, attempted theft and forgery.
In late January, the ADEQ staff noticed financial irregularities involving purchases Susan Rall made as a business officer for the agency. ADEQ staff also uncovered $19,000 in fraudulent purchase orders that Rall had submitted.
ADEQ forwarded the matter to the Arizona Attorney General's Office and dismissed Rall.
Investigation by the Attorney General's Office revealed that between August 2014 and January 2015, Rall processed and approved false invoices payable to two companies that she and her husband owned.
