PHOENIX -- Phoenix police have arrested a man they say was drunk and on drugs when he hit and killed a bicyclist.

Diego Venegas, 24, is facing one count of manslaughter.

According to court documents, he crashed into a bicyclist near 17th Avenue and Pecos Road in Ahwatukee on Nov. 12.

The victim's name was Dwayne Faulkner. The 59-year-old was well-known in the bicycling community and was a husband and father.

Police say bloodwork revealed Venegas had multiple drugs in his system, including morphine and heroin.
