4 Emaciated horses seized from Phoenix-area farm

PHOENIX (AP) -- State authorities have seized four emaciated horses from a farm west of Phoenix.
 
The Arizona Livestock Department seized the horses Wednesday after the animals were found in poor condition.

A justice of the peace at the White Tank Justice Court signed the seizure order after livestock officials visited the property.
 
The department had been working with the owner since February.
 
Authorities say the unidentified owner has been cited for four counts of animal cruelty.
