New restrictions on tattoos in the military are having a negative impact on recruiting.

The army recruiting office here in Phoenix says they're turning away an average of 27 people a week. Soldiers are prohibited from having tattoos on or above the neck or on wrists, hands or fingers. So far more than 500 prospects in Arizona have been rejected since March due to this rule.
