PHOENIX -- Phoenix police arrested a man who allegedly attempted to sexually assault an 8-year-old girl at an apartment complex.

Robert Ross, 18, was booked into jail on charges of kidnapping, sexual abuse and molestation of a child.

Officer James Holmes said the girl had been playing outside near Buckeye Road and 11th Avenue Monday afternoon.

A witness reported that she had been looking out her kitchen window when she thought she saw something unusual going on behind a pillar in the common area. The witness said she saw Ross step out from the pillar while holding the victim off the ground by her shorts then saw Ross throw her to the ground.

The witness said she ran outside and saw Ross on top of the girl. She then yelled at him to stop what he was doing and Ross fled the area.

Police located Ross and he was positively identified by the witness.

In an interview with detectives, Ross reportedly made admissions about touching the victim and his intent to have sex with the victim.
