PHOENIX (AP) -- For the third consecutive year, the water and sewer rates in Phoenix are not going up.
The Phoenix City Council on Tuesday approved zero water and sewer rate increases for 2014.
Councilman Sal DiCiccio says city taxpayers saw water and sewer rates skyrocket by 89 percent from 2000 to 2009.
He says the Water Department has worked to save money through innovations and efficiencies.
DiCiccio says those efforts have saved taxpayers more than $89 million by cutting government waste.
