PHOENIX (AP) -- Gov. Jan Brewer's request for a federal disaster declaration for Greenlee County because of September floods has been denied.

Brewer's office said Friday that the Federal Emergency Management Agency turned down her request for a declaration that would have opened the door to federal assistance.

Powerful monsoon rains struck the county from Sept. 13-17 and brought as much as 8 inches of rain, triggering floods that damaged roads and other infrastructure.

FEMA also had denied aid in August for the Yarnell wildfire that destroyed more than 100 homes.

Brewer said in a statement that she was frustrated but not surprised by the denial. She said President Barack Obama's administration has a pattern of denying aid to Arizona.

FEMA's denial said the damage wasn't beyond Arizona's ability to handle.
