Phoenix city manager stepping down

PHOENIX -- A big shakeup is taking place in Phoenix.

City manager David Cavazos is stepping down to take the city manager position in Santa Ana, Calif.

Phoenix Mayor Greg Stanton said the city is stronger today because of Cavazos’ efforts.

His tenure in Phoenix wasn’t without controversy, however.

Last year, Cavazos was criticized for a $78,000 raise that bumped his salary up to $315,000 a year.

At the time of his raise there was a hiring freeze on police officers, and rank and file employees hadn’t seen pay and benefits restored to the level they had three years prior.

City council members did approve that raise.
