PHOENIX -- When it came time to hand out one of the biggest contracts in the state, the head of the Arizona Department of Corrections didn't do a lot of shopping around for the best price.

After talking with a couple of companies, the Arizona state prison chief, Chuck Ryan, gave a $370 million health-care contract to the consulting client of his former boss and mentor.

The deal has raised red flags and has some critics worried that the state didn't get the best price for the taxpayers.

Ryan says he did everything the right way and that his former boss had nothing to do with the contract negotiations.
