Cats in Mesa being tortured and killed

MESA, Ariz. -- People in a quiet Mesa neighborhood near Baseline and Alma School Roads are concerned about their missing cats after a home surveillance video captured a man snatching a cat.

As usual, Biscuit was stretched out on top of the family's SUV one night early this month. After lazily watching a car pass, the cat hardly took notice when that car's driver walked up and began petting her.

Then, in an instant, the man grabbed the cat off the vehicle's roof and vanished into the night. A couple of days later, Biscuit, along with two other cats, was found dead, mutilated almost beyond recognition.

Mark Phipps wasn't too concerned about his longtime cat, Oreo, missing until he saw the video of Biscuit being violently taken. Now, he's hoping his cat isn't being tortured before being killed. 

He's also afraid to leave his two-year-old son and other children unattended for even a few moments.

Phipps and other parents moved to this Mesa neighborhood because it was close enough to schools for the children to walk on their own. Now, he says, he's doing a lot of walking everyday as he escorts his kids to and from class.

Neighborhood Block Watch captain, Ben Smith said a $5,000 reward has been put together by people and businesses in the area in an effort to catch the guy who took Biscuit and may be behind the cat killings. 

On Thursday, The Humane Society of the United States added another $2,500 to that reward. 

Smith wants the man in the surveillance video to know that there are people patrolling their neighborhood 24/7 and that if he comes back, he will be caught.
