SURPRISE, Ariz. -- Surprise police officers arrested a Phoenix man on burglary charges after neighbors said they saw him remove appliances from a vacant home.

Sgt. Norm Owens said Edward Millay, 40, and another man were seen taking appliances from the home near Cactus and Reems roads on Sunday.

The other suspect fled when police arrived.

Millay told the officers that he was at the home on legitimate business, but he could not produce any type of work order to validate his claim.

Police contacted Millay's employer and confirmed that he didn't work on Sundays and didn't have a work order for that home.

Millay was booked into the Maricopa County Fourth Avenue Jail for burglary.
