Surveillance video show inmate walking out of jail after stealing ID; reward on the table

PHOENIX -- Silent Witness is now offering a reward for information leading to the of the inmate who was mistakenly released from the Lower Buckeye Jail early Tuesday morning.

According to the Maricopa County Sheriff's Office, Rocky Marquez stole the identity of an inmate who was about to be released from jail legitimately.

Based on that stolen ID, Marquez was mistakenly released. MCSO said Marquez and the other inmate swapped ID bracelets, which is what deputies use to verify each inmate's information when they are released.

"This was a very thought-out process with this guy," MCSO Sgt. Brandon Jones said. "He had to know this other person's vital information in order to clear our release process."

According to MCSO spokesman Jeff Sprong, that other inmate has been identified as Mikel Galaviz.

MCSO has not said anything about the relationship or possible agreement between Marquez and Galaviz that might have led to Marquez using Galaviz' identity. Galaviz is facing charges in connection with Marquez' escape.

Surveillance video from the jail shows Marquez calmly walking out the door with several other released inmates. He has not been seen since.

Marquez, 33, was being held on charges of perjury, forgery, witness tampering, DUI, weapons charges and leaving the scene of an accident. He last arrested in Phoenix on Sept. 1, 2010.

Marquez is a Hispanic male, 5 feet 9 inches tall, weighing about 160 pounds.

It's not clear if somebody picked up Marquez or if he simply walked away from the jail, which is located at 35th Avenue and Lower Buckeye Road.

No other details about Marquez were immediately available.

Sprong said Marquez should be considered armed and dangerous. If you know where Marquez is or if you see him, call MCSO at 602-876-1011. If you should come into contact with Marquez, call 911 immediately.

Jones said MCSO is looking at its release process and investigating the officers involved with Marquez' accidental release to determine what steps are needed to prevent this from happening again.

With a capacity for 2,440 inmates, Lower Buckeye Jail is the largest detention facility in Arizona. It houses all classifications of inmates.
