PHOENIX -- A 19-year-old man and his girlfriend have been arrested after the woman's son was killed in a head-on collision in Phoenix on April 30.
Pedro E. Ramirez was released from the hospital on Friday and booked by detectives on one count of manslaughter, one count of aggravated assault and extreme DUI in connection with the death of 5-year-old Angel Alvarez.
Detectives arrested the boy's mother, Evangelina Barrios, 21, on Tuesday for child abuse for placing her son in a vehicle with an impaired driver and for failing to restrain him in one of three child safety seats that were in her vehicle.
Police said Ramirez was driving a Ford Crown Victoria northbound on 37th Avenue near Camelback Road when he drove left of center and collided head-on with a Chevy Silverado pickup truck.
The driver of the truck was wearing a seat belt and was not injured.
None of the occupants of the Crown Victoria were restrained and they all hit the dash and windshield area.
Police believe Angel was standing between the front bucket seats of the car at the time of the crash.
