Police seek person of interest in Chandler homicide

CHANDLER, Ariz. -- Chandler police are searching for a person of interest after a man was killed in what they are calling a targeted attack.

Police said they received 911 calls of shots fired in the area of Arizona Avenue and Galveston Street just before 6 a.m. Thursday.

When they arrived at the apartment on the 500 block of Delaware Street, they found Juan Jose Makil, 38, dead from multiple gunshot wounds. Police officials said four people fled the apartment after the shooting.

Investigators said there was another man inside the apartment when the shooting happened. Police said he witnessed the shooting but was not injured.

"The victim was not a resident of that apartment and is not a resident of Chandler,” said Detective Seth Tyler. “The other guy in the apartment, we believe, lives in the apartment.”

Police are asking for the public's help in locating a man they consider a person of interest in the case. He has been identified as Guadalupe Encinas Jr., 39.

Police released a photo of him Thursday afternoon and said he may have a shaved head or very short hair now. They warn he may be armed and ask that the public not approach him but instead call 911. Anyone with information about his whereabouts is asked to call the Chandler Police Department at 480-782-4130.

It's not clear if the suspects knew the victim, but police believe this was a targeted attack.

Not much is known about the suspects yet.

"They are either Hispanic or Native American," said Detective Seth Tyler of the Chandler Police Department.

No other description of the suspects was immediately available.

Makil's family declined to speak with 3TV, but according to court records he does have a criminal history that includes theft, drugs and weapons charges. Homicide detectives are trying to determine a motive for his murder.
