PHOENIX -- The staff members at Circle L Ranch Rescue are giving some much-needed TLC to a sweet little dog that was the victim of unthinkably horrific abuse. Not only were Andre's eye gouged out, he was used for target practice before somebody tied him in a plastic bag and left him to die.
Steve Bodinet introduced us to the "hard-luck hound" and explained what you can do to help him.
Andre was found in an empty lot northeast of 67th Avenue and Lower Buckeye Road nearly two weeks ago. He was near death from starvation.
"He'll adjust, but at this point, he's still confused," said Dr. Deborah Wilson or Circle L Ranch Rescue. "He doesn't know why he can't see."
Wilson says it's essential that whoever tortured Andre be found and punished.
"If you look at murderers, often they pull butterfly wings off butterflies," she said. "They tortured kittens. They tortured gerbils. And then dogs, and then they go on to people."
The animal rights group PETA is offering a $1,000 reward to help find the person who tortured the small dog.

Andre, who still has at least one BB under his skin, is now in foster care.
