TUCSON, Ariz. -- Tucson's city council met for the first time this new year, behind closed doors.
When they came out, the council voted 5 to 2 to look into creating a central business district in the City of Tucson.
It comes after Humberto Lopez, owner of downtown's Hotel Arizona, asked the city for tax incentives to help renovate his crippled property.
Council members Karin Uhlich and Paul Cunningham voted no on the measure.
