John Hays, SCC Floodplain Coordinator, says new digital flood insurance rate maps take effect in Santa Cruz County December 2nd.  He says based on data in place at the time the land survey was undertaken last year, some areas previously not in flood plains are now in flood plains.  For others, the reverse is true.  Hays says anyone with a structure mortgaged by a federally-backed institution or program will have to purchase flood insurance if they live in a flood plain.
