TUCSON, Ariz. -- The soil beneath the vegetation burned by the Monument Fire is in better shape than expected.
When soil is severely burned, rainwater doesn't want to absorb.
A report by a Forest Service team shows 40% of the soil burn severity is low and 39% is moderate. Just 7% is high.
The Forest Service is taking bids for road projects and aerial planting of seeds and straw on burn areas.
