Teresa Morales de Phillips, First Things First, SCC, says Arizona voters four years ago voted to have 80 cents from every pack of cigarettes set aside to ensure that every child in the state has the opportunity to start school ready to succeed.  She says by law, 90% of all funds generated go directly to programs and services to help our youngest children succeed.  She says research has found that a child’s early years set the foundation n for that child to process, retain and advance simple and sophisticated thoughts and actions.
