Man arrested for exposing himself to 'Lady Liberty'

TEMPE, Ariz. -- A Chandler man was arrested after he allegedly exposed himself to a woman who was wearing a Statue of Liberty costume outside a tax preparation business in Tempe.

On April 14, an employee of Liberty Tax Service called the Tempe Police Department to report that a man had exposed himself and masturbated in front of her while she was standing on the corner of McClintock Drive and Elliot Road dressed as the Statue of Liberty to promote the business.

The victim told detectives that it was the fourth time the suspect had done this, according to Tempe police Sgt. Steve Carbajal. She did not report the previous incidents.

Detectives checked for other similar cases and Kevin Robert Theriault, 42, was identified as an investigative lead.

Thinking the suspect may strike again on Tax Day, detectives set up surveillance on Theriault's workplace and the area where the victim would be working Monday afternoon.

Detectives followed Theriault as he left work in a Jeep Liberty shortly after 5 p.m. and followed him to the parking lot of a bank at McClintock and Elliot roads.

Carbajal said Theriault got out of his vehicle and began to masturbate while looking at the victim as she stood in the parking lot. Detectives approached and took him into custody.

Theriault was booked into Tempe City Jail and is facing three counts of public sexual indecency and three counts of indecent exposure. Detectives are reviewing open cases with similar circumstances for any connection to Theriault.

Carbajal said Theriault told detectives that he just wanted to go home to do his taxes.
