Man accused of assaulting girl arrested after standoff in Mesa

MESA, Ariz. -- A SWAT team was called to a Mesa apartment Monday night after a man allegedly assaulted a 13-year-old girl then holed up inside the residence.
Mesa police officers responded to the apartment near Alma School Road and Eighth Street at approximately 7:15 p.m. and contacted the victim and her mother, who had already left the apartment.
According to Detective Steve Berry, the victim told police that Richard Browning tackled her and threw her to the ground. When she tried to leave the apartment, Browning reportedly blocked the front door.
The victim eventually was able to get out of the apartment.
When officers knocked on the front door to contact Browning, they said he threw plates and bowls at the door. Berry said an officer then saw Browning grab a kitchen knife.
The officers backed off and began evacuating surrounding apartments.
A perimeter was set up and SWAT, negotiators, and gang unit detectives arrived to assist with the situation.
After approximately two hours of negotiations, Browning surrendered and was taken into custody. Police said he was intoxicated.
He was charged with domestic violence aggravated assault, unlawful imprisonment and criminal damage.
