Carlos Rivera, Interim Santa Cruz County Manager, says a year ago, Santa Cruz County’s Finance Director told supervisors and department heads that the County would be out of money in 2011. He says sales tax revenue that the state shares with the county has dropped 16 percent since last year, and the State Legislature is looking at ways to make up its own shortfall and may shift more expenses to the counties.
