PHOENIX, Ariz. -- Arizona's September 11 memorial in Phoenix may be changed, again.
A new bill would remove inscriptions from the memorial that some believe are offensive.
They include ones that say, "foreign-born Americans afraid," and "you can't win battles of terrorism with more battles."
Several years ago, two other inscriptions were replaced due to criticism.
