Suspect caught exposing himself in police custody

TEMPE, Ariz. - Tempe police arrested a suspect wanted for public sexual indecency after he ran from officers on three separate occasions.

On Tuesday afternoon, Tiberias Foster, 25, was placed under arrest near Broadway Road and Stapley Drive after officers flooded the area.

A K-9 officer tracked Foster down hiding behind some bushes, but he refused to surrender to officers or respond to their verbal commands.

The K-9 officer was released and bit and controlled Foster until officers were able to take him into custody.

Detectives say Foster committed indecent exposure at the Tempe City Library on March 10 when he exposed his genitals to a library employee.

He also allegedly committed public sexual indecency at an apartment complex near Southern Avenue and Sossaman Road when he was caught masturbating at the club house.

Foster was booked into jail.

Detectives are reviewing open cases with similar circumstances to determine if Foster may be involved.

Police are not releasing Foster's photo while they conduct photo line-ups.
