Yvonne Delgadillo, Nogales Community Development, says the Frontera Nogales VITA Coalition is a partnership of local organizations providing free tax preparation service for low-income people. She says elderly, low-income residents can qualify if they earn generally $49,000 and below and are also English deficient.
