Greg Lucero, SCC Manager, says When the State legislature comes up short of funds, it often looks for ways to shift costs to counties.  He says if ballot propositions 301 & 302 fail this November, the State’s budget will be $863-million short.  He says the ballot measures would allow the state to shift funds away from voter-mandated land conservation funds and children’s programs funds and into the state general fund.
