Three new schools bills signed Monday by governor Jan Brewer.
One keeps kids in third grade if they score poorly in reading, and two others put new oversight and reporting requirements on donations to private school tuition funds.
Meanwhile, the governor has signed off on a a bill that legalizes hand-held sparklers and other fireworks. The law takes effect December first, but it allows counties to restrict fireworks in unincorporated areas when the fire danger is high.
