Lawmakers battling over Arizona's budget tonight say there is a way out - but many people may not want to hear it. They believe the only way to get back in the black is to first go deeper into the red.
Members of the Joint Appropriations Committee Wednesday heard from State Budget Director John Arnold who suggested that Arizona use federal stimulus funding to shore up a $1.4-billion deficit. But qualifying for federal assistance on education and health care would require the state to spend millions on infrastructure improvements and other programs up front.
