TEMPE -- Security cameras captured a Mesa man allegedly looking up women’s skirts at a Target store in Tempe.

Police say the footage shows Jason Cottis lurking around with a mirror in a hand basket. They say he used it to peek up skirts and dresses.

Officers say Cottis did this at least a half-dozen times over the past two years. They finally made their bust last week.

"Typically when they call a police officer, by the time they get there he's gone," police explained. "This time, they were able to stop him, talk to him and ultimately place him under arrest."

Officers booked Cottis on a felony count of "surreptitious viewing."
