Resolution Copper Company has been trying to win congressional approval for a proposal to swap Forest Service land for Interior Department land that's rich in copper.
The area is a hot spot for climbers and many of them oppose the exchange.
McCain will hear from interest groups on both sides of the issue along with U.S. Interior Secretary Ken Salazar, who will be in town to tour the proposed underground mine site.
Protesters gathered outside the meeting, hoping to have their voices heard.
McCain will also attend two town hall meetings in the Valley next week to hear what Arizonans have to say about health care reform.
The first town hall is being held Tuesday at 11 a.m. at Grace Bible Church, which is north of Union Hills on the west side of 99th Avenue in Sun City.
The second will take place on Wednesday at 5:30 p.m. at North Phoenix Baptist Church, Bethany Home Road and Seventh Avenue.
