PHOENIX -- Nearly a dozen public pools in the Valley remain closed Friday because they still don't comply with new federal drain requirements.

The new drains were mandated about a month ago and are meant to prevent children from getting trapped, but virtually no one is enforcing the new law.

City officials say it's costly and in some cases unnecessary.

Only Mesa, Phoenix and Peoria were in full compliance by the start of swim season in the Valley.

Some pools in Glendale, Scottsdale, Gilbert and Tempe are still closed.
