Warmer spring in Ariz., NM, Texas, parts of Utah, Colo.

PHOENIX -- Government forecasters are calling for a warmer than normal spring in Arizona, New Mexico, Texas, southern Utah and Colorado.

They also are warning that the upper Midwest, parts of the Great Lakes area and the Northeast are facing a threat of spring flooding.

The National Weather Service says the greatest risk is along the Red River of the North on the North Dakota-Minnesota border.

In addition, flooding threatens much of northern Minnesota, central North Dakota and northern South Dakota.

A region of potential spring flooding extends across northern Illinois, Indiana and Ohio and the southern two-thirds of Michigan.
