Lawmakers began the special session a week ago, meeting for one day to approve stopgap funding for K-12 schools and restore Arizona's eligibility for federal stimulus money.

But legislators still must decide how to balance the budget in the wake of Gov. Jan Brewer's vetoes of major provisions. Legislative leaders have begun negotiations but it's not clear how long that process will take.

Monday is also the deadline for Brewer to act on bills passed during the regular session that ended July 1.

The dozens of measures still awaiting action include bills on abortion restrictions, gun rights and fireworks.
