PHOENIX-- Arizona Gov. Jan Brewer and a top Republican legislative leader say they have a "tentative agreement" on a budget-balancing plan that includes putting proposals on a Nov. 3 special election ballot.

But it's not clear whether there's enough support in the Legislature to approve the plan.

Brewer and House Speaker Kirk Adams held a news conference that was also supposed to include Senate President Bob Burns. But Burns wasn't there and Brewer says he's working to arrange possible action on the package later Wednesday.

It includes two ballots question. One is a modified version of Brewer's temporary sales tax increase and a spending cap. The other would let lawmakers adjust voter-approved spending mandates. All would last three years.
