TEMPE -- A forensics structural engineer is saying inspectors should have seen warning signs of impending disaster before the roof collapsed at a Tempe elementary school.

The roof of the multi-purpose room at Waggoner Elementary School caved during the early morning hours of March 16. Fortunately, the building was empty at the time so nobody was hurt.

In a report given the Tempe school board, the engineer said a district employee should have noticed sags and soggy spots on the roof during a standard inspection on Feb. 2. The worker only noted "blisters" on the roof.

The investigator also said that while the frame was strong enough to support the original roof, upgrades and a new cooling unit added up to nearly twice as much as the supports allowed.

UPDATE: Tuesday, March 17

TEMPE -- Classes are set to resume at C.I. Waggoner Elementary School in Tempe.

A roof collapse early Monday morning forced school officials to cancel the day's classes.

The affected building is where students eat lunch, hold assemblies and take gym classes.

Structural engineers have looked at the building and cleared the school to re-open for most classes.

Some of the students will be moved next door to the Kyrene Middle School media center.

Officials with the Kyrene School District said they don't yet know what caused the roof to cave in.

According to a report, the roof was inspected in April 2006 and met the state's guideline.

Monday was supposed to be the first day back to school after spring break.

Because nobody had been on campus for a week, it's not known how long the roof showed signs of giving way.
