The plan uses borrowing, spending cuts and stimulus money to close a big revenue shortfall.

The Senate was expected to start consideration of the proposal Wednesday evening, but the floor session didn't begin until nearly 3 a.m. Thursday.

It ended at about 4 a.m. after party-line votes that send the proposal to the House for floor action scheduled for Thursday afternoon.

Most Senate Democrats left at midnight, tired of waiting for Republicans.

Brewer has said lawmakers' proposal appears unbalanced, but spokesman Paul Senseman says Brewer hasn't taken a firm position on the legislative proposal.
