Ariz. school groups reject Horne's criticismPosted: Updated:
PHOENIX (AP) -- Public school groups expressed "shock and outrage" on Friday about criticism that state Superintendent of Public Instruction Tom Horne has been heaping on districts for issuing teacher layoff notices.
Horne has said districts have gone overboard in issuing contract non-renewal notices to teachers before a mid-April state deadline. Districts say they're reacting to deep budget cuts lawmakers may make as they try to solve a huge state budget deficit.
The groups told Horne that districts must "err on the side of caution." They say federal stimulus money Horne says may fill the gaps may not come through.
