PHOENIX -- Phoenix police announced at a press conference Monday morning they have made an arrest in the serial sexual predator case.
The suspect, Robert Payan, 28, is being held in the 4th Avenue Jail on one count of kidnapping, one count of attempted kidnapping, two counts public sexual indencency, one count sexual abuse, one count child molestation and one count attempted child molestation. He is being held without bond.
Mayor Phil Gordon praised the officers who worked on the case during the press conference.
Police said they began doing surveillance on Payan last week and worked to establish probable cause for an arrest.
The string of 11 attacks occurred in an area of Phoenix between Interstate 17 and 19th Avenue and Indian School and Camelback roads.
Payan has been linked to three separate cases in the series of sexual abuse and molestation cases.
The investigation is still ongoing.
This is not the first time Payan has been in trouble with the law. He was arrested in 2002 for exposing himself to two underage girls in Glendale.
