Clarksville man charged with cruelty after horse found emaciated

A Clarksville man is charged with animal cruelty after officers found horses on his property without access to food, and one of the horses appeared to be in poor health and emaciated.

Officials responded to the home in the 2000 block of Whitfield Road after an officer saw a dead foal hanging from a tree. When police returned to speak with the homeowner, Timothy Decent, the foal was no longer there.

Decent, 62, told police the foal had died for unknown reasons, and he had hung it so he could keep the hide but then forgot about it.

Police charged Decent with one count of animal cruelty, and he was booked on $10,000 bond.

In Nov. 2012, Decent was also charged with animal cruelty, police said.
