The state's Department of Economic Security Department is making some improvements to their foster home recruitment.
Audit Manager Jeremy Weber said the contracts for the foster home lacked adequate performance measures, appropriate ties between contractor performance and department monitoring and workable financial incentives.
Department of Economic Security spokeswoman Tasya Peterson said they agree with the auditor general that their foster home recruitment and training contracts are old and need improving.
Peterson said they began rewriting the contracts before the audit process began.
The foster home recruitment is up 39 percent in the last two years, according to Peterson.
