A scare at Phoenix City Hall was averted Wednesday afternoon after authorities deemed a suspicious envelope harmless.
The envelope was delivered to the 11th floor just after 4 p.m.
City staff noticed it and called police.
Phoenix police Sgt. Trent Crump said the bomb squad arrived and determined the envelope contained a small amount of a powder substance.
Crump said the bomb squad deemed it safe.
The envelope also contained writings that were rambling and made no sense, Crump said.
